High-Level Policy Dialogue on Human Resources Development in the Digital Age

Ha Noi, Viet Nam, 15 May 2017 – Ministers and heads of delegations responsible for human resources development in APEC economies, private sector and labor representatives met at the APEC 2017 High-Level Policy Dialogue on Human Resources Development in the Digital Age.

The dialogue saw the attendance of Viet Nam’s Deputy Prime Minister Vu Duc Dam; Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; APEC Secretariat Executive Director Dr Alan Bollard; Representatives from 21 APEC member economies and international organizations such as the International Labor Organization (ILO) and World Bank.

Delivering the keynote remarks at the event, Deputy Prime Minister Vu Duc Dam highlighted that human resources are the center of development, especially in the digital age. The development of science and technology, particularly information technology, is setting new requirements and creating new conditions for human resource development. “Technology not only helps increase labour productivity but also connects all people around the world,” he said, adding that it encourages individuals to affirm their personal creativity and value.

The Deputy Prime Minister mentioned the fourth Industrial Revolution, with information technology as its foundation, has induced fundamental changes in education and training, not only for developing economies like Viet Nam. He also stressed the need to ensure equal access to education for vulnerable groups in society.

In his welcome speech, Mr. Dao Ngoc Dung, Minister of Labor, Invalids and Social Affairs affirmed that the Dialogue shows APEC members’ commitments to strengthening and promoting human resource development and addressing the new and emerging development needs of workers and employers. This contributes to fostering a shared future of a dynamic and peaceful APEC that is at the forefront of global economic growth and integration, and is able to cope with economic and financial turmoil and challenges posed by nature and human.

“I believe that initiatives, experiences and good practices shared by APEC members will aim to make better future work environments. In that context, proactive human resources development and adjusting social security policiesy will make important contributions to the joint effort to further materialize and realize the directions of APEC leaders. It also complements APEC’s current initiatives and projects towards decent work, inclusive of all people”, said Minister Dao Ngoc Dung.

At the dialogue, delegates discussed the implications of digitization for future employment and the challenges and opportunities it will bring to workers and their communities. To address these challenges, special focus should be placed on skills, education and training to ensure that labor market participants are able to take advantage of new opportunities. Priority should be placed on “leaving no one behind”, and social protection policies need to be implemented to assist those affected by structural change.

APEC delegates endorsed the Framework on Human Resources Development in the Digital Age, aiming to assist member economies provide market participants with the ability to cope with challenges and opportunities in present and future work. This will be one of APEC’s initiatives to contribute to global efforts on human resource development, including the implementation of the ILO Initiative “Future of Work” and the realization of the UN Sustainable Development Goals, as well as contributing to regional prosperity. This framework will be reported to the APEC Ministerial Meeting and the APEC Economic Leaders’ Meeting in November 2017 in Da Nang City, Viet Nam.
